There are also a number of small plaques embedded on the Cairn from Scotland and further afield all signifying freedom. The monument is notable for appearing to be only partially complete. A local myth tells that the monument was intended to be a full replica of the Parthenon, but money ran out midway through construction and only one side of the structure was completed. The city of Glasgow apparently offered to cover the costs but Edinburgh was too proud to accept the other city's charity. As a result, the monument is often given the nickname Edinburgh's Disgrace or Edinburgh's Folly. However, some plans for the Momument only depict 12 columns, suggesting it was never meant to be a full replica of the Parthenon. In 1998 this Democracy Cairn was built by Democracy in Scotland to commemorate the ultimate success of their 5 year vigil on Calton Hill to campaign for a Scottish parliament Barrie's Close in Edinburgh, located just opposite St Giles Cathedral on the Royal Mile.
